Governor of Haryana has rejected and referred back the decision of Haryana Cabinet

In a National story dated 2nd August, 2003, Hindustan Times had published the details of Haryana Cabinet decision recommending pardon to nine convicted prisoners. This came on the heels of an earlier Cabinet decision leading to release of 12 dreaded criminals convicted by the highest Court of land. People of Haryana were stunned by this lack of allegiance to Constitutional norms reflected in such motivated decisions guided by the hegemony of self seeking dictator like Sh. Om Prakash Chautala.

Reference IYC President, Sh. Randeep Singh Surjewala’s earlier note dated 12th August, 2003, IYC had submitted a detailed memorandum pointing out the politico-criminal nexus rather than public interest being involved behind the decision of the Cabinet, Constitutional infirmities, abuse of power, violation of State Government’s own policy with regard to release of prisoners and contravention of provisions of Criminal Procedure Code.

Truth has finally emerged victorious. Governor of Haryana has rejected and referred back the decision of Haryana Cabinet recommending grant of pardon to these convicted hardcore criminals by exercising his powers under Article 163 of Constitution of India, as we had requested.
